Recipe missing to craft fireworks from blank firework star

Client version: 1.12.2
Expected behavior
Paper + Blank Firework star = Blank Rocket
Actual behavior
No crafting
You mean like this?
That screenshot was taken in vanilla 1.12.2 mojang single player and it does not craft there either.
This screenshot is from cuberite and also matches the notchian implementation.
