Custom droplet tagging

Allow tagging of droplets with specific tags, including some that can be added by default via the configuration file. I specifically want to tag all droplets with firewall and cloudexec to easier sort through them with various DO tools.
We currently tag purpose, owner, and job #. Agree we should make this configurable and add a default firewall tag.
