Describe the feature you would like

We need a microservice endpoint where device can give back the information how mush resources the process got. Depending on that data we have too change the "speed of the proccess" ( manipulate start time).

When a service starts he needs too send his hardware requirements too the device microservice he will get registerd and as a return he gets the "speed value".

When a service stops he has too tell device so other services can get more power.

Device is not done yet but they both depend on each other so.
