Mouse Freeze php.exe

Hey I'm not sure if it is related, but I did a fresh install windows 10 and then install Laravel valet. I noticed every once in awhile my mouse freezes. I downloaded process lasso and it says php.exe is constantly jumping to max and is being throttled using process lasso pro balance. This hasn't solved the issue. Does anyone have any tips to point me in the right direction?
