Sample config not generated

When running the sample-config command, no config is generated:

(venv) [user@linux aprsd]$ aprsd sample-config
WARNING:APRSD:['aprsd.conf']
(venv) [user@linux aprsd]$

This is caused by 763c9ab and affects the latest release.
