Provide command pkgurl_install to install pkg file from URL

Akin to aptget_install. Also, perhaps aptget_install should behave silently on OS X, and pkgurl_install behave silently on Linux, to allow "dual" configurations without extra clutter.
i don't know that we want this one, since pkgs are much less uniform than debs or CRAN packages. if anything, let's wait until someone brings up a compelling use case.
