Translate task not working for plugins

For some reason the translate task is not able to find the Plugin Name and Text Domain, even though it seems that the correct file is being found with plugin headers regardless of if you've added a config for plugin: 'plugin-file.php'.
The error message:
Plugin Name not found.
Text Domain not found, all text domains will be included.
