ProperTree bat file just opens up black cmd screen

I can confirm I have python 3.7.5 installed along with tkinter 0.1.0. When I click the propertree bat file it creates a blank cmd. I ran the associatePlistFiles bat and can click on the sample plist from opencore to open a blank cmd terminal. Not sure what could be wrong?
I restarted computer and it worked.
