Send RFC to systemd/UAPI group

On release of 0.98 we will send to systemd/UAPI group
Discussions pretty much complete. In mailing list:

Main takeaway, use systemd as a minimal job manager/init system (even in initramfs) so we are open to using systemd implementations of things or other implementations of thing.
