Change Valuator language to Evaluator

Consul uses the term Valuator/Valuating throughout to describe the process of appraising budget investments.
While technically correct it isn't a term which is widely used in English and causes some confusion amongst end users.
I think it would be better to change from valuator to Evaluator which is much more commonly used and is probably better English. It is also strictly more correct because a valuator would normally only appraise the financial value of a proposal whereas an evaluator would look at the wider feasibility as well as the financial value.
