Add an option to redcap projects to specifiy user to run the jobs as

Currently we use the matching user for the admin that created the project.

Also allow the app type to run the jobs as to be specified.

For both cases we should default to the current behaviour, which is the admin that created the project and the user's current app type, whatever that might be.

In newly created options, let's specify a default user name (from a ENV constant) and ref-data as the app, to guide new projects to a consistent approach.
