Distribution of ARB tokens to users

Problem

We are receiving $600k in ARB tokens that we need to distribute to users that bridge into Arbitrum (refunding all their bridge fees).

Timeline: first distribution should start no later than the 16th of June

Impact

It's a marketing campaign to incentivize users to use EverSync to bridge into Arbitrum

Proposed Solution

What we need to do offchain: calculate fees incurred by users and convert value into ARB.
What we need to do onchain/UI:
Option 1 (easiest) distribute tokens twice a week. We need a dashboard to visualize distribution: ex: https://app.rysk.finance/rewards
Option 2 (preferred): users claim the tokens they are entitled to. This is better because users are forced to come back to our website (and hopefully use the bridge again)

Acceptance Criteria

• Distribution happens every 2 weeks
• Users have a way to view how many ARBs the have received
