[ST] Transaction stuck for 10 days

Describe the bug
This transaction has been stuck for 10 days https://connextscan.io/tx/0xfaf9b6f3185812bb2b5864f7bd3730fbeef08d6966ac49aff22af8579b3a0a43
It asked for the user to bump the relayer fees, which was done, and yet it's still stuck unexecuted (but reconciled) despite it now showing "0" as additional fee required.
Where did the user initiate this transfer?
