Migrate from protoc-gen-connect-web to protoc-gen-connect-es

Starting in connect-es v0.8.0, the protoc-gen-connect-web plugin is deprecated in favor of protoc-gen-connect-es. We should update to use the newer plugin name - steps for upgrading are found here: https://github.com/bufbuild/connect-es/tree/main/packages/protoc-gen-connect-web#bufbuildprotoc-gen-connect-web
