Added sysctl module to other service (SR, KSQL, Kafka Rest, Kafka Connect, etc...)

Describe the issue
At present the installation playbook tuning only kafka broker via sysctl settings.
In some case we need to tuning other component, like jetty server in SR or Kafka Rest.

Expected behaviour
Add task that handle tuning via sysctl
