Document enable-rerun-when-worker-disappears feature

concourse/concourse#5192 added the ability to get the scheduler to rerun a job when the worker disappears using the enable-rerun-when-worker-disappears flag. Currently the way users will know about this feature is by looking at the CLI options. It would be nice to have the capability listed in the docs as well.
While this would be nice to have we don't currently do an exhaustive listing of CLI flags in the docs. The convention has been to put in items in the docs that benefit from a more detailed description than the one available in the CLI help section. In the future if we have the resources there are hopes for having a single configuration file could be used to generate both the help section in the CLI as well as a section in the docs listing all flags and their descriptions. With that in mind closing this issue.
