Document run location of put/get resource steps

Went to send an email on the build status, and just had the realization that (i think) the get/put steps always run on the workers... so if I wanted to send an email I can't use our internal smtp relay's available on the web node.
Documentation doesn't mention this anywhere on the resource pages.
