remove packer ami_block_device_mappings

They're unnecessary
(double checked, and the launch_ overrides them. They're only handy if you want something additinoal). e.g. on our gpu instances we have a 20GB image as launch_block_device_mappings; and then we try and overmount a 6GB ami one. and...the 20GB "wins"
