GPU env refresh not working

Because of gpu instances not being available cheaply, we seem to be needing to increase the on-demand count first, then to scale via that.
Not sure how.
One way of course is to actually pay for full ones :( But that's expensive... Maybe if/when our friends at NVidia can help...
