Investigate issues with NLB target registration

Target registration seems to take a really long time (4-5 minutes) which can cause problems during node transitions, deployment rollouts of the nginx ingress, etc.
May be eligible for SRED.
Tried to use NLB, found issues, investigated, wrote a blog post, made some changes around cluster setup.
