V213 not executing on Windows 10

DBC files I open and modify with V208 cannot be opened with CANDB++ afterwards. V213 apparently fixes that issue. I downloaded the windows executable zip file and extracted it. When starting the .exe file nothing happens. Anyone has had this issue?
