Missing 1.9.8 tag

With the latest changes for 1.9.9, modman is broken for us. We wanted to just use 1.9.8 but realized there is no tag for that version. Could you please tag 1.9.8?

The "Always use relative symlinks" feature (200cc5f) is badly broken. We also had to stick with https://raw.githubusercontent.com/colinmollenhour/modman/5f1f92f099cac65e493d207031f5dbd53d094bc6/modman manually

Added tag for 1.9.8. Can you explain what is broken exactly so the issue can be reproduced and fixed?

unfortunately I can't reproduce it right now. I had problems deploying modules where the symlinks aren't created correctly so I sticked to the mentioned commit and it worked. On the other side I have installations were the current version (1.9.9.) works as expected.
