CW-189: Dashboard shows irrelevant posts after filtering

Trying to work around #932 and #3054 I wanted to use the filter on dashboard to see only issues, but it shows too much to be useful. The list on the dashboard includes many posts labelled as issues which are not relevant anymore: posted on draft, on retired kata and on old forum messages:
Ideally, filtered dashboard would present only issues (or suggestions or questions) which are still worth addressing: unresolved ones, on approved and on beta kata. I think that posts from retired kata, from obsoleted forums, and arguably from drafts, are not necessary.
