Allow to use (global) templates in workflow transitions

As a user I want to be able to use templates in the provided workflow transition to create subtasks.

Considerations

  • We need to protect users from deleting templates that are used in workflow transitions.
  • Do we allow all types of templates to be used in workflow transitions or only global templates? Since workflows are not project specific they cannot be restricted to a project.
