[Chore, CI]: Check relative links

When moving pages around, it's feasible that a relative path somewhere will be left pointing to a non-existent file. It would be great if we had a static analysis to run locally and/or in CI that checks that all relative paths resolve. This effort would reduce risk of breaking images and links when documents shift/move or are renamed.
