Deleted obsolete text leaves surrounding text disjointed

Text deleted as a result of #665 leaves the surrounding text sounding odd. In reading this text, some of the text needs to be rearranged for clarity and some additional examples need to be provided. For instance, php-cs-fixer is mentioned, but no example of usage is provided. Also, since phpcs is highlighted, it's twinned tool, phpcbf is not mentioned.
