BLUF: DontFineMe helps you fill out and submit ACA exemption paperwork.

Details
- Very few people are submitting ACA health insurance exemptions and might consequently be fined in the future (motivational read: http://www.washingtonpost.com/national/health-science/few-have-sought-exemption-from-health-care-mandate-that-they-have-insurance-or-pay-fine/2014/04/25/4ca92c4a-c598-11e3-9f37-7ce307c56815_story.html)
- Submitting an exemption requires (1) figuring out what form to use, (2) filling out a pretty long paper form, (3) putting it in the mail (see https://www.healthcare.gov/exemptions/ for details)
- We could put up a simple web form that fills out and submits this on peoples' behalf. At the core this is almost the identical structure to #6 (nudge nudge @daguar)
I love this -- aaand it's a great use of this pattern we're figuring out.
- The forms do not have PDF fields that can be typed into, significantly increasing the development cost (unless we build a meta-tool to solve that problem rigorously). I'm inclined to be opportunistic in reusing our emerging "JustTheFax" pattern by starting with forms with fields, since we can hack together solutions in 1-2 days for those.
- On this specific front -- is there an opportunity to also nudge folks into looking at their options? (Maybe checking if they likely qualify for Medicaid, since enrollment hasn't ended for that?) There's also other ideological questions at play here, given I'm a pretty ardent supporter (and user!) of the ACA.
I love the idea, but (1) makes me think we look for other opportunities with PDF fields. Oooor, maybe we reach out to someone we might know in DC...

We could also edit/remake the forms to include typeable fields. If it's
going through the mail they won't even know the difference :)

Need to address cost of outbound faxing. Once you leave the electronic realm, dial a number, and negotiate communications with a host device, that part of the chain usually costs money. ;(
