[feature request] for enable a-la-carte upgrade, webpack to v4

For vuetify a-la-carte https://vuetifyjs.com/customization/a-la-carte/ , we need upgrade webpack version to 4.x, now is 3.x.
solve:
- upgrade all webapck version
- type new VuetifyLoaderPlugin() in
webpack.config.js
