Clean-up the repo's setting.yml file

Based on the Slack discussion it is time to clean up the settings.yml file.
People and permissions have been moved to the cncf/people/config.yml file by PR cncf #219
Proposed updates:
- Remove the people from the settings.yml
- Add a link in the setting.yml to the cncf/people/config.yml file for clarity
- fix the # A URL with more information about the repository to direct to contribute.cncf.io
@RobertKielty we want to remove duplication of people in our setting.yml that is now handled by Sheriff.
Can this safely be done?
Yes, you can remove the repo access settings from the repo-level settings.yml file.
Adding a comment there to let people know to use config.yaml over on cncf/people for repo access control is a good idea.
CLOWarden reads config.yaml and applies the repo access permissions. We're not using Sheriff anymore for this.
