Turn counter for modifiers

Add a turn counter for modifiers, e.g. "keep this bonus for X turns" for modifiers that last for a set number of turns.

This won't be completed for a while. I need to think of if this can be implemented without making the UI too complicated - it will need a button to increment the turn, a way to specify the length of a modifier, etc.
