Create Cloud Formation Template

what

• Create CF template to deploy atlantis that does CI/CD with CodeBuild/CodePipeline, registers route53, supports ACM certs, etc.
• Make sure to add attribution header to the top of template

why

• It would be nice to spin up atlantis using aws cli so that it can then be used to provision 100% of everything for terraform, rather than using a hacky bootstrapping process with terraform
