As a CF Dev user, downloading resources should automatically retry download if there are network issues

GIVEN I have run cf dev start
AND I am downloading resources for the first time
WHEN CF Dev loses network connectivity
THEN it will try to resume downloading resources up to 10 times before an error is thrown
