Prompt for telemetry at start

Currently the prompt for telemetry reporting occurs only after downloading 60G -- but before it starts 30 minutes of booting the VM and starting CF.
Instead, can we prompt for telemetry reporting ASAP or wait until CF is successfully running/fails to run?
On a clean deploy/first time, it can be distressing to come back to your laptop and see what its blocked waiting for you to enter "Y" to a user feedback question.

I think this might be resolved in newer plugin whilst reading its source code. Going to close until I see it reproduced locally. I'm scared to delete ~/.cfdev and download 60G just to confirm the bug I captured recording https://www.youtube.com/watch?v=5GCVnGnA2YQ a few months ago
