TrueCasing to improve NER accuracy

I'm wondering if you have considered true casing to increase NER accuracy? An interesting paper on the topic can be found here http://www.cs.cmu.edu/~llita/papers/lita.truecasing-acl2003.pdf

I have tried this approach and it didn't seem to help very much. We are looking at the casing issue; we'll let you know if we find some simple but good solution :)
