Themes don't work with default user agent

    You are right. I changed the user agent and it worked. (The URL was 
: www.transcorp.com/AutoIndex/Software/Themes/bluezilla1403.zip.)

The theme site appears to be busted, and I don't have anything else to test 
with right now. Since this can be worked around, dropping to 9.3.2.
