Accessibility - Focus does not go to dialog content for html contents

Provide detailed reproduction steps (if any)
When ckeditor dialog is created with custom html, focus does not go to dialog content. There is no way to focus dialog content with keyboard navigation.
Please follow this jsfiddle for sample code.

Expected result
If dialog html contains focusable element like input box or radio button, then those input fields should be focused when dialog is opened. Tab and Shift+Tab should move focus between elements.
Actual result
When dialog is opened, focus goes to ok/cancel button. Tab and shift+tab moves focus between ok and cancel buttons.
