allowUnfree doesn't work in home-manager

Had to use allowUnfreePredicate temporarily in fa36919, also see HM2942.

nixpkgs.config.allowUnfree is being overwritten by the provided pkgs's config, so we set allowUnfree when providing pkgs to home-manager.lib.homeManagerConfiguration instead.
