For those who want to make it work on M1 after you install it, open it once by holding CMD key -> right click -> open (open anyway). It worked for me on M2.
the problem in itself is the signing of the app. The binary itself works

Adding onto what @alexghi said, I also had to allow the binary to run via Settings; under Privacy & Security, I had to click "Open Anyway":

Otherwise I got this screensaver to work!
