Support for OpenAI baselines & huskarl

Currently only tfagent algorithms are supported
=> add support for OpenAI baselines and Huskarl
Huskarl: is supported by now.
OpenAI baselines: has a depndency to MPI. In a first test this resulted in difficulties in building a platform agnostic setup. Moreover last pypi package update was 18 month ago. => deferred
