Python 3.12 release on pypi (and preferrably also on conda-forge)

Found a bug? Just a friendly heads up, debugging it requires information from you! Make sure the template below is filled out in its entirety.

[ win64] OS
[3.12 ] Python Version
[1.0.8.1 ] Gooey Version
Thorough description of problem
- Expected Behavior : Gooey will install and run in a python 3.12 conda/mamba environment
- Actual Behavior : conda installation fails because gooey appears to be pinned to <= 3.11
