Provider vs contactPoint & Publisher

STAC has a nice provider object that is working well, since most data does not have a single point of contact. Consider adopting this here, at least in a fuller fledged Collection spec.
In the short term should resolve and make consistent the differences. Likely just use OGC contactPoint and Publisher, and put the Provider object idea in a PR to discuss.
