Chef-client scheduled task is not idempotent on windows

Scenario:
- Run chef-client::task on client
- Disable-ScheduledTask chef-client
- Run chef-client::task on client again
Result - task remains disabled

Action :enable is not specified. I guess that should be default with option to override.
