why does the FSPS tau SFH model produce 1Gyr average SSFR > 1e-9?

SFHs should be normalized to 1. That means even if all the stellar mass is formed in the first 1Gyr, the SSFR = 1/1Gyr = 1e-9.
This was a bug that has been fixed in 913ebe0
