implement compressed NMF SFH basis model

The current NMF SFH basis cuts off at tage. This is likely why there is such a strong redshift dependence on the SSFR and Z_MW priors. Instead, I want to implement SFHs so that the bases are all scaled to fit 0 - tage, rather than getting cut off.

Indeed, it reduces the redshift dependence on the priors:
