Speculator limited wavelength range

the limited wavelength range of Speculator is an issue for z > 0.1 due to the wavelength limits of the tabulated response function of the decam photometry. This has not been an issue yet for Lgal mini_mocha because all the galaxies have z > 0.1 but this won't be the case overall.
Closing this issue since this falls under #52
