skewed dn/dz tng forward model

current implementation of TNG forward model maximizes the number of galaxies included under the r < 20 BGS selection function. This means that faint galaxies will be placed at lower redshifts, hence skewing the number density. This is itself not a huge problem, but when we start looking at bias and uncertainties of inferred properties the population will be heavily skewed.
