Language setup issues / Tips on how to develop this module

It seems like sccp_manager is not properly (or at all) updating locale section of configs for Cisco phones.

I would like to try and resolve this issue myself, however I don't have experience developing modules for freepbx/asterisk and any changes that I make to the module that cause the simplest error result in freepbx "kicking it out" of active modules and I'm required to reload/reinstall sccp_manager.

I'd gladly use some brief guidance on how to setup dev-env to sort this and similar issues out for the potential benefit of the project.
