Cisco 99XX phones not registering

Hi All,
I am experiencing an issue where no Cisco 99XX series phone will register to my FreePBX instance. They are added inside of SCCP_manager and have extensions. They are receiving there configuration file from TFTP that SCCP manager is creating but the phone just stays on "phone not registered" there is no errors in the status window other than the repeating "no trust list installed and updating trust list".
Network configuration
IP range 10.1.1.0/20
DHCP is handled by Windows Server 2019 with entry's for option 66 for TFTP.
TFTP is handled by freepbx host.
IP address is static for both servers.
No VLANS separating voice/data yet.
all connected to same PoE switch.
Servers are Virtual (ESXi)
No entry's showing up using grep "peer 'EXT"/var/log/asterisk/full* in SSH.
anything I could be missing? or is this a known issue?
