segments: Change mode order depending on distance

When #501 is done and we can easily configure the modes question, it would be nice if the first mode shown could be the most likely according to distance. Let's say 'walking' if distance < x meters, 'cycling' if distance < x meters and the person says she has a bike.
But then mode order may vary from one trip to the other, so it may not such a good idea after all.
I open this issue for discussion.
