Create TOC MD file for analysis notebooks and output.

Draft a markdown file to serve as a table of contents that contains hyperlinks to the analysis notebooks and output files.
This file will serve as an organizational tool for readers of the analysis and should give them quick access to desired resources.
The TOC should contain a brief (1 or 2 line) description of each analysis notebook outlining the code example, data, and analysis outputs.
The TOC should have sections for each resource in this repository and provide a link to them. For example, the .MD files containing links to external HMDA resources.
